Hello ChuckTown Report Community! This week we have not one but TWO major projects updates coming at you that you do not want to miss!
I have some exciting news for you this week. I was invited by the City of Charleston to walk the LowLine Park with the mayor, city staff, and The Path Foundation…the folks behind the Beltline in Atlanta. We also saw a vote to move union pier one step closer to reality. I wrote about both of these below. ENJOY!
Now that we’re into November (and some folks think it’s okay to start decorating for the holidays) I want to compile a list of YOUR favorite holiday traditions around Charleston. Parades, holiday lights, events, anything! Click below to let me know and I will compile the list over the next few weeks and share with you all!

TWO major project updates in Charleston!
This week we have not one but TWO updates coming at you. Both the Union Pier Project and the Lowcountry LowLine saw major advancements.
First is the Lowcountry Lowline, a project that was first introduced in 2015 and is FINALLY seeing movement.
I attended a press meeting with Mayor Cogswell and city officials to give a long-awaited update to the project…and it could see construction start as soon as 2025!
This is due to the involvement of the PATH Foundation, the same design-built company behind Atlanta’s 22-mile Beltway. They were in town to visit and survey the site that runs from Mount Pleasant Street to Marion Square to start the designs. Once they are approved, construction can begin.
The cost of the project could range from $5m-$10m with no federal funding. This is a requirement for the PATH Foundation as with federal funding comes additional regulations that can, and usually will, delay construction. So involving them can put this project on the fast track to completion!
Next up is Union Pier. The two big hurdles that were holding this back were votes by the Charleston County School District (CCSD) and Charleston County to approve the TIF District.
So what is a TIF district? TIF stands for Tax Increment Financing, and would allow the project to use the tax money that would typically go to CCSD and the County to be used for the development of the project for the next 30 years.
On Thursday, CCSD voted to approve the TIF by a 5-4 vote, leaving it into the hands of Charleston County, who on Friday approved the TIF by an 8-1 vote. This should pretty much seal the deal for the sale to Ben Navarro so we can hopefully start seeing more action and conceptual plans.
