Charleston’s Stormwater Fee Is Moving to Your Tax Bill: Here’s What You Need to Know
Big changes are coming to how Charleston collects its stormwater fee—and it could mean more money for flood prevention and a shift in who pays.
💧 What’s Changing?
Old system: $11/month stormwater fee added to Charleston Water System (CWS) bills.
New system: Starting this fall, that $11/month fee will be replaced by a $132/year charge on your property tax bill.
Goes into effect: Appears on 2025 tax bills, due in early 2026.
🏡 Who Pays Now?
Before: The person paying the water bill—often renters—covered the stormwater fee.
Now: Property owners will pay through their annual tax bill.
💸 Why the Change?
Better revenue collection: City expects to collect up to $2 million more, since:
Property tax bills are more likely to be paid.
Properties without water service will now be included.
City gets money up front instead of monthly.
CWS was charging a 4% collection fee (capped at $70K/year).
County will charge a 2% fee with no cap, potentially up to $300K/year.
🛠️ How the Money Will Be Used
Funds stormwater management and operations.
Supports flood control and drainage projects across the city.
👵 Exemptions for Seniors and Disabled Residents
If you’re 65+ or disabled and already receive the Homestead Exemption, you may qualify to opt out of the stormwater fee.

Renters will no longer see the $11/month charge on their CWS bills.
However, landlords may pass that cost onto renters through future rent increases.
📍How Does Charleston Compare?
North Charleston and Mount Pleasant already collect stormwater fees through tax bills.
Charleston County collects its own fee for unincorporated areas.

Charleston is aiming to modernize how it funds stormwater infrastructure. Property owners should prepare for an extra $132 on their annual tax bill, but with the city expecting to collect more efficiently, it could mean more resources for fighting flooding in the long run.
