Flood Prevention Task Force Relaunches

What is the Countywide Intergovernmental Flood Prevention Task Force (CIFPT)?

This is a bipartisan state legislative effort dedicated to solving Charleston County's widespread and chronic flooding and water problems.

  • Relaunch and History: The CIFPT officially comes back to life on October 31. It was originally created in 2018 but appeared to have faded away after the former chair lost reelection in 2024.

  • Leadership: The effort is chaired by State Senator Ed Sutton (West Ashley), with Representative Tom Hartnett (Mount Pleasant) serving as vice chair.

  • Composition: The CIFPT is a bicameral body bringing together a crucial coalition of elected officials, engineers, and stormwater professionals from city, county, and state agencies.

CIFPT’s Core Mission: Ending the "Runaround"

The task force recognizes that floodwaters do not care about jurisdiction or partisan labels. The primary goal is to foster collaboration across Charleston County's complex network of municipalities, special districts, and taxing entities.

  • The Problem: Residents frequently get "bounced between agencies" when they attempt to figure out who is responsible for issues like a failing pipe or a clogged ditch.

  • The Solution: By getting every key player around one table, the task force makes it difficult for agencies to "pass the buck".

  • The Goal: The CIFPT aims to simplify the process, identify the problem, and fix it. Collaboration is essential to ensure stormwater systems remain clear and functional.

How the Task Force Will Operate (Hands-On Action)

The CIFPT promises an "old-school, hands-on way of solving problems".

  • Neighborhood Focus: The task force will operate by reviewing Charleston County neighborhood by neighborhood to make progress.

  • Identifying Immediate Needs: They will work to identify immediate necessities, including drain clearing, ditch maintenance, and repairs.

  • Quarterly Meetings: The CIFPT will meet quarterly at different sites across Charleston County.

    • This rotating schedule is intentional—it helps "bring government to the people".

    • First Meeting: The inaugural meeting is scheduled for 10 a.m. on Friday, Oct. 31 at North Charleston City Hall.

  • Resident Participation: The public is encouraged to submit requests for review if they are experiencing flood-related issues.

    • The task force will review these submissions during its quarterly meetings and schedule on-site visits to assess problem areas firsthand.
